If the threshold hits, it goes into production. If it doesn't, nothing happens and you're never charged. It's basically crowdfunding for your wardrobe, minus the risk.

One thing worth knowing before you reserve: turnaround is 6 to 8 weeks once a piece actually goes into production, so this isn't for anyone needing an outfit next week.
